In our area all new septic installs require a perk test. Failure is not the end of the world as sometimes a simple relocation of the system will make a big difference. Your local building department will normally supervise the process. If not they will be able to direct you to the proper office. Good luck!

Check with the local health department or the local building code office. They may already have information about the soils in the area where you intend to build. They will be able to tell you if you will be required to have a percolation test performed or not.

If the property you are purchasing does not have city sewers available and you must install a septic system, you need to have a perk test performed which is normally overseen by the local building/sanitation official. If the test fails, there may be other options, however the perk test is the first step.
