It won't let all of the water out of the bowl.

Here are a few things to check.
1-Remove the tank lid and check the water level, it should be one half inch below the overflow tube.
2-Is the flapper opening all the way? The flapper chain should have very little slack in it. Remove the chain from the hook and pull it tight without lifting the flapper, then add one chain link for slack.
3-If there is an obstruction use a toilet auger to clear it.
4-At the bottom of the toilet bowl there is a small hole were the water comes out when you flush. This jet of water helps push the water out of the bowl. Use a coat hanger or wood screw to to scrape the calcium deposits that have built up inside of it.

If it will flush when you hold the handle down that means you need to adjust the chain or the handle inside the toliet ( adjust the chain to be shorter ) . Also if the tank is not filled up it will do the same thing . If it will never flush with enough water then the pipe itself might have a blockage . Sometimes feminine products or kids will put toys that get clogged in the toliets insides that can cause this . I hope this helped .

* You can use a mirror to look at the porthole. If you see any calcite or sediment buildup, you can try scraping them away with a coat hanger. However, the best way to determine the source of the problem and make certain that you have it repaired correctly is to hire a plumber.
* The plumber will more than likely need to remove the toilet and check to see if it is clogged. They may need to suction the hole to remove the clog. In addition, you may want to try checking the flush ring to make sure that it isn’t broken.

Aside from being blocked..the flapper inside the tank may be closing to soon. thus not allowing enough water to complete the flush cycle.

The government requires new toilets to use a specific amount of water per flush to conserve water. Simply hold the handle down for a few extra seconds when you need a fuller flush.

Sounds like the flapper needs to be replaced which can be purchased at any local hardware store. Actually just replace also the tower in side & kit is only like 10$ with easy to follow instructions - good luck - Harry Conant - owner

Shorten your chain going down to the rubber stopper at the bottom of the bowl. Remove as much slack so the toilet lever can pull the stopper all the way up.

The internal lever in the tank most likely needs an adjustment to tighten the slack in the chain. If it is too loose it will not open all the way to let the water out.
