I'm needing to send a screen printer a logo that was sent to me as a jpg and he needs it in vector format. If i don't have photoshop or any other manipulating software what are my options?

John, this is common. Photoshop does not even do Vector.. Vectors are typically Original creations from a designer.
Not all artwork needs to be vector, some things like photo's can be screen printed from raster art ( jpeg). Most screen printers in-fact spend their time recreating clients jpegs into vector for a minimal art charge.
you ether need to ask the original designer if he/She can supply the vector . eps ( encapsulated Post Script ) or pay a professional to do it...

We can at that time, Add professional art techniques at no extra charge. Our charges for art services art half what some Denver screen printers charge just to do Clip art and text.
