Garland has been doing this for many years without any real fight on the part of taxpayers. This article from one States Newspaper says it all: Roofing Scam Debate Continues April 14, 2007 The procedure used to procure roof replacement and repairs was poorly conceived and probably illegal, the result of naivety, laziness, or both. This procurement was implemented by the City’s purchasing manager and staff in the Finance Department, otherwise competent and skilled people, but they had no more business managing a roofing contract than a roofing consultant has doing brain surgery. The taxpayers were cheated out of an objective analysis and competitive bidding. Garland was hired as a consultant and esentially also recommended only Garland Products as the replacement. Garland is 5 times the cost of comparable products costing taxpayers Millions.
