Along the same line of thinking as Willow Gates, some municipalities and local landfills offer "free" mulch. Some of this material may be composted sludge from a waster water treatment facility. Personally, I have never used sewage compost for some of the obvious reasons. If you have horticulture in the area, ranchers may offer free organic manure from their livestock. This material is typically full of weed seeds. We have mushroom farms in our local area and they process 5-6 tons of compost per week. This compost is given away for free, to prevent the facility from drowning in the stuff. Research you local area on the Web for organic compost. Good luck!
