Yes. A good printer will check, double-check and check again. If it is a second run, they will pull an old sample and compare throughout the printing process.

It depends upon what you believe color accuracy to be. The color will probably not match your color screen (unless correctly calibrated like your printers) or even your own print out. Home printers usually capture what is on your screen and print that out. You can always ask for a proof before your job is printed.

I've seen a few nightmares where the customer thought their job should look like what they saw on their screen (rgb mode + uncalibrated) compared to the print version (cmyk)
The first thing I would do is get your computer calibrated. Even getting it close would be better than completely uncalibrated.
