What is the best way to make a toilet sit level to the floor?

The flange that toilet bolts to must be flush (even) with flooring, or toilet will never sit level with floor. If you are unable to get flange flush with flooring, the best way to level would be to use a level placed on top of bowl of toilet, then take a hammer and tap triangle shaped wooden wedges under toilet on all sides as needed to level, than bolt toilet down while keeping a close eye on level that it remains level while bolting down.Hope this helps.
