Are more people refilling toner ink instead of buying a new ink cartridge?

Many parts of both ink & toner cartridges need to be changed out for new parts when being refilled. Directly refilling may work, but chances are you may develop a leak or certain parts may stop working before you get to use all of the refilled cartridge. I would recommend recycling your old cartridge and buying new re-manufactured cartridges.They are inexpensive and are properly refitted for optimum usage.

Is it legal to have VHS movies transferred to DVD?

If a family bought many VHS tapes is it legal for them to have them transferred to DVD or would that break copyright laws?

No, it is not illegal. It becomes illegal when you copy a VHS, DVD, etc for retail purposes. There are plenty of VHS/DVD converters for sale, legally, at places like Best Buy, Amazon.com and other places.
