All dances strengthen the legs a little. Ballet dancers tend to have great legs, but often are demonstrative only of the elite dancers. Ballrooms dances like Tango, Waltz, and Bolero can be a workout in the advanced levels.
Dancing itself is probably more of a fitness activity, sport, or art form and does not seek to build muscle in the same way that bodybuilding does. Fitness-wise, dancing builds strength endurance and cardio (depending on intensity). Competitively, it is a 1-1&1/2 minute sprint.
