Mount Holly is a city in northeast Gaston County, North Carolina. The city is located on the western bank of the Catawba River, north of Interstate 85 and south of North Carolina Hwy 16. At the 2000 census the population was 9,618. Major attractions in Mount Holly include St. Joseph's Roman Catholic Church, built in 1843, as well as the Lutheran Church of the Good Shepherd, built in 1881. The textile industry is a mainstay of Mount Holly. The city's largest textile plant is American and Efird, Inc. , the world's second largest thread maker. Other textile companies in Mount Holly include the Swiss firm Clariant, and a denim mill of Burlington Industries. The biggest schools here are Mount Holly Middle School and East Gaston High School.

There are many possiblities depending on the circumstances. What is the desired finished product? What is the age/condition of the existing floor? Much also depends on the moisture content of the basement.
Generally, concrete is fine as a subfloor for carpet, hardwood (with felt paper barrier), tile (with various choices of underlayments), and laminate.
If this is for new construction, concrete is the usual subfloor for a basement.
