Not all ivy is poison ivy. Make sure the plant you are looking at is not the very similar Virginia Creeper.

The quickest way is to prune the vines at their base, let them die on the fence, put on a pair of gloves and pull them off a few weeks later. I have not seen any that minimize them but creams that reduce the appearance temp.
