Thermostats have a recommended temperature to which they will open forcing coolant into the system when a vehicle reaches a certain temperature. Although outside air will effect how soon it reaches certain temperatures the thermostat will still only open where its specified temperature is. If it isn't operating correctly it will cause the engine to overheat and the coolant fans will not always engage. The best way to find out is to get it checked or look at it yourself, some are easily accessible depending on type of car and a lot of times its just as easy to replace it while you have it out. I usually recommend using the same make as your car however there are premium aftermarket super thermostats that are 185 to 195 spec or higher. Usually they get worn and they will stick open thus causing overheating, its a common failure and one of the easiest places to start with coolant/overheating issues. Hope this helps
