Must Old Shingles be Removed before Replacing?
When putting new shingles on a roof, must the old ones always be removed first?

Dependiong on your state law, you can definately do a recover on a roof. As long as the shingles arent wavy, damaged o have apparant leakage. Oregon allows 3 layers of roofing before having to tear off.
