Horizontal scrolling can be avoided by making a fluid layout. A Fluid layout has a percentage-based width.

For instance, instead of using pixels for the width of your layout, use a percentage. A percentage width will expand and shrink to fit any screen size or screen resolution.

Note: If you specify 100% for the main container of your layout, and then add a border to that container, you will trigger horizontal scrolling. Therefore, if you are going to use a border on this container, then give that container a width of 99% or less so that you avoid the horizontal scrolling.

Another option: when making a fixed width layout, one in which you use pixels to specify the width of the main container.... be sure to design for a screen size no bigger than 1024 x 768. That means, the total width of your main container should not exceed 955-960px.

A fuzzy monitor could be caused by a couple things:
1. Electronic interference, I suggest you move your monitor to a different location, if the picture is no longer fuzzy, you have solved the problem.
2. Bent pins on the monitor cable; if using a analog monitor cable trade up to a DVI/HDMI cable.
3. Monitor is on the way out. Start looking for a replacement.
