    Either the monitor is going bad, or it's a bad video card, or video chip. Try a new monitor first, if you have another computer in the house. If it's still doing it with another monitor, then it's the card or the chip. Your computer either has a video card, or the video is built in on the motherboard, in which case it would then be a video chip. If it's a bad video card, you will first have to find out what type it is and then replace it. If it's a bad chip, you can either add a video card and bypass the chip, or replace the entire motherboard. If you add a card to bypass, you sometimes have to go into the BIOS to disable the on-board video, in order to prevent an IRQ or Interrupt Request conflict.

    How old is your Screen? Somtimes on an older monitor, and it does happen to new monitors too (more rare, but), the Pixals die. Sometimes strips of pixals die too, which cause a line to show. The bad thing, you can't fix it on your own, if you have a warrenty on the monitor I would call the maker and ask what it would cost to repair it, depending on the brand there is generally a 1 to 5 year limited warrenty, which dead pixals do fall under, and in most cases the brand only charges shipping costs if there is still a warrenty.
