Horse Transportation Safety Act

Horse Transportation Laws

Since the introduction of automobiles, there became ways to transport horses from state to state. It is essential to know the requirements before transporting your horse(s). The requirements vary from state to state and can change without notice. The implementation of the laws is essential in keeping the public and the horses safe.

Licensing Requirements:

The driver must have a commercial driver's license if both of the following apply:

  1. The truck and trailer have a combined weight that is 26,001 lbs or more.

  2. The gross weight of the truck is more than 10,000 lbs.

Paperwork Showing Negative Coggins Test

A Coggins test is a blood test that is given to a horse once per year. It tests for Equine Infectious Anemia. A horse must test negative for the disease and paperwork verifying negative test results must be with you at all times when transporting the horse(s). This is required in all states.

Brand Inspections

A brand inspector must inspect all horses and proof of ownership is required before leaving the state. There is an inspection fee plus mileage, for the amount of miles being transported. Most states require a 24 hour notice before inspection. Failing to have this will result in being charged with a Class 2 Misdemeanor. This is required in all states that are west of the Missouri River and may even be required to travel within those states.

Proof of Rabies Vaccination

Some states will require proof that the horse has been vaccinated against rabies. It is best to have the horse vaccinated at least two weeks before traveling, which allows the horse time to recuperate from vaccines.

Health Certificate

Some states will require a health certificate from the veterinarian. It must be the original copy, cannot have any writing on it and must be done within the last 30 days. For example: if you have three horses that received the health certificate, but only two travel, leave all three horses on the health certificate. Do not write on the certificate, just inform the officer if stopped that the third horse did not make the trip.

Travel Permits

Some states require a travel permit to enter the state.
