How to Report Lying on IRS Forms

Paying taxes every year may not be a task that many people do gladly, but it is one that is required of all legally employed working citizens of the United States. Some people attempt to cheat the system by lying on IRS forms in order to avoid paying higher taxes. This is illegal and should be reported to the proper authorities.

  1. Collect as much documentation and evidence as possible regarding the fraudulent action. Direct copies of fraudulent forms are not necessarily required, but detailed information having to do with dates, amounts, names, taxpayer identification numbers and addresses are helpful.

  2. Fill out and submit an Information Referral Form 3949-A. This form can be downloaded and printed from the IRS website. Be sure to fill the form out completely before submitting, paying special attention to Section 5a, in which you will describe in detail the nature of the violation. Feel free to use additional sheets if necessary.

  3. Consider including your name and contact information on the form. Though it is not required, it may prove helpful to the investigators. Stipulate that you do not want your identity to be disclosed if you want to remain confidential.

  4. Mail your report to: International Revenue Service, Fresno, CA 93888

  • Instead of Form 3949-A, you can also draft a letter and submit it to the IRS. Be sure to include all the pertinent information. This includes the name and contact information of the person you are reporting, their taxpayer ID number, the specific violation and all dollar amounts involved.

  • If you are reporting improper tax actions by a tax professional like a lawyer, enrolled agent or CPA, use the Referral Form for Reporting Abusive Tax Promotions and/or Promoters instead of Form 3949-A. This is also found on the IRS website.
