how can you touch an electric fence and not get shocked?
"Very carefully. TNS answered your question the best. If you do not understand how an electric fence works, do not touch one."
Is there an alternative to heat shrink tubing?
"We use paintable electrical tape. It flow nicely and can be easily reapplied if a thicker coat is needed. Most of the local home centers sell this product in their electrical section."
