"It is impossible from here to tell what is wrong. It would appear there is a soil issue with a contaminant that will not allow grass to grow. I agree with the soil test but not a garden center. Get a professional soil test if it matters that much. You usually can get these through your state agricultural department. If that reveals nothing it is best to dig, turn the soil, add a professional top soil mix and re-plant. Good luck. It does not seem like a large area so adding a large expense does not seem to make sense. I personally would turn the soil and add top soil. Lime it, add seed with a clean seed mulch cover."
